I'd look into getting a heated O2 sensor and air fuel ratio gauge to start tuning jets. If you know anyone with an assortment it can make things easier. You want to tune cruise just on the side of lean, and full throttle needs to be just on the rich side. There isn't a magical single jet size for an...

All the boots are there to do is seal the rack from dirt and dust, they aren't meant to seal any fluids or grease... There isn't any reason to grease them.

Looking at the way the Tercel is set up, I'd guess it might be easier (and less painful...) to pull the engine out the top and change the clutch out of the car rather than pulling the trans... Granted, doing that means having to re-route all of the vacuum lines if the carb is stock.

I usually don't order parts for my cars at auto parts stores, it's almost always cheaper on Rock Auto... That being said, I've had horrible luck in the past with Schucks, especially with belts... Not sure if that trend carries over.

Oil leak and front end wobble are all taken care of, I'm just a set of brake soft lines away from being completely confident in the car, although the weather can be a little unpredictable this time of year.

Considering a Weber 32/36 is designed for engines up to 2.4L, a 32/32 should be much better suited to a 3AC... There was an 83 in the Damascus LKQ a couple weeks ago before I left for school. I like cruising down Columbia Blvd west a ways where all of the yards are, I'll spend a whole Saturday out there.
