Front fender restoration and rustproofing

I may not be able to have new metal welded in on the fenders. There is a possibility I won't be able to reinstall the plastic wheel well liner. Are there any tutorials on the forum to which I can be directed so I can see the steps to take to rustproof the inside wall of the fender along the top of the wheel opening, I am thinking that an adhesive rubber membrane might do the job. Any help will be welcome. Ned
