that is a very different system than used on the 2nd gen Tercel. our manifold has nothing like that on it. You might consider getting a 2nd gen exhaust manifold. Or, you might find a welding shop that can put a plug in that fitting for you.
According to the manual I got from here for the 1985 the Air Suction Sytem for "California Vehicles and Canada 3A-C Engine 4 Speed and Wagon A/T" has a "Air is drawn through the air filter and air suction valve into exhaust manifold #3 to burn the HC/CO" which happens to be what happened on mine, so I figured it was worth a shot just in case!
The "Canada Wagon M/T and 3A Engine" also looks similar.
The tercel at the junker, a california model, had a completely different manifold with completely different emissions stuff, even had two head pipes merging into one, so I didn't bother taking it.
I'm going to go to a fastener place, the toyota dealer and if those don't pan out, try going to a muffler shop.
Do second gen manifolds have one header pipe coming out of them or two?

the second gen manifolds are 4 into 2 into one, with one head pipe coming out the bottom. All of the EGR systems work in a similar way, with only a few minor variations, but none of the parts are interchangeable between the first gen, the Calif, and the Canadian models.
I would just that that fitting to welding shop and have him weld up the holes inside of it, or weld a "plug" into it. That would be a permanent fix, and permanently disable the EGR system. No great loss, its operation was always questionable in my mind since it reduces fuel economy. I find it hard to believe there is a total net benefit if you have to burn 10 to 15 more fuel to go the same distance, even if the parts per million of NOx is lower, did you reduce the total amount of emissions on a parts per mile driven?
My '84 auto 4wd wagon's air suction system takes air from the engine compartment (not the filter housing) through a check valve and puts it right into the middle of my catalytic converter (not the exhaust manifold). I doubt any 2nd gen Tercels would have what you're looking for. Like Petros said, why not have somebody weld a plate over the hole in the existing plug? That probably wouldn't cost too much.
