Fuel cut solenoid testing

So I am rebuilding my second tercel carb, 4th Aisin carb. Taking my time, and making a good attempt at understanding these little beasts. I have a question regarding the fuel cut solenoid. When testing with 12v to check for click, I decided to also check and see what this does to flow on the nozzle end of the solenoid. Results are as follows:

The single wire solenoid (secondary):
no power = no air flow
12v = free flow

The two wire solenoid (primary):
no power = restricted air flow
12v = free flow

Is that how it should operate?

I decided that is logical that the solenoid involved in the idle circuit would have some flow (restricted as opposed to close) when" cut". I will have to check the other carb I have and see what those solenoids do.
