The inlet or outlet at the bottom my charcoal canister - should that be open to atmosphere?

Yes.
Air enters through the canister's tube which is stuck inside the "chassis" rail/compartment.

Fuel vapors end up in the canister from the tank and air is pulled in thru the bottom under certain conditions to feed these fumes to the engine. You don't want to get oil or anything in/on the carbon inside it....but clean the filter.
