I had this problem too, I used to adjust the water valve by hand to let in cold or hot air depending on the weather. I finally tore apart the dash to figure it out. The heater control lever was busted, after 15 years the metal lever that is the heater control, fatigued and busted. Everything else was ok. I went down to they junkyard and found a good control panel snagged it an put it in. You may also want to check the cable running from the control lever to the water valve, it may be busted, but not likely. About the always blowing air that is something that all these cars do, it blows harder the faster you go and blows what ever temp you have the controls set for. Kinda sleazy if you ask me. <_<

Yeah, I can live with the blowing air. I just can't bring myself to repair the AC until I stop the hot air from blowing in a midwest summer!
OK, so I should probably tear the dash apart and figure out if it's the lever or the valve. The lever is currently EXTREMELY difficult to move and it is in a position that makes me think that it's probably snapped off or bent somewhere behind the dash. Hopefully the valve didn't freeze up from 3 years of not being used.
Good news is that I don't have to worry about it until the spring...but It's 3rd on my list, right behind a tune-up and new shocks.
Thanks for the help!

That sounds exactly like what mine did. You should be able to turn the valve with a pair of pliers, and that will tell you whether its frozen or not. And it is also the lazy man's fix.

The water valve lever is under the hood, just behind the air cleaner. It'll have a cable running to the firewall and one of the coolant hoses will run into the firewall also. I just turned it with some pliers to adjust the heat.
The lever that is probably broke (heater control) is under the dash, I was able to get to it without totally removing the dash panel, but I had to pull the glove box, stereo, ashtray and trim panel around the vents, and heat control.

Hmm... I thought that the hot air that came out wen the control lever was in the cool position was normal, but then I remember that the Nissan Sentra that we used to have didn't do that. I always had to set it on 'recirc' to avoid the hot air in the Tercel.

I think I tried that in the past. I will give it a shot and see what it does. I can't tell you right away as the wagon is flat on it's face at the moment. It started firing on only 3 cylinders, so I pulled a spark plug boot off to examine the spark plugs. One of them cracked in half. I'm waiting on wires from Toyota before I contineu.
