Powersteering Arm
Both of my power steering boots are torn, do I need to replace both arms or are the boots replaceable?

you can replaced the boots alone, you can even get the generic boots from any auto parts store, they fit fine and only cost about $10 each as I recall.
You have to remove the tie rod end from the steering am, and either unscrew the tie-rod end, or the inner tie rod from the end of the rack. Both can be a real bear to remove, soak them in ATF or some other penetrating oil and expect to have to use tools that fit exactly. And if the parts are rusted stuck, you will need to use a large pipe wrench to get them to turn. it is best if you can remove the inner tie rod end becasue that will not affect the alignment. If you find it eaiser to remove the outter tie rod end, mark the postion of the treaded sleeve so you can get the toe set back to the original setting. or expect to get it aligned.
YOu may find one or the other tie rod end is worn and sloppy, they should be replaced. they should be tight, without any play. but a little play is not harmful, it just means it will need to be replaced soon and you can do it later. If there is a lot of play it could be dangerous, and should be replaced ASAP.

i find it easier to install the large end of the boot by turning that end of the boot inside out
