welcome to the forum dylan,

By this you mean it does not crank when you turn the key? There are a few simple tests:

1) you might try grounding the starter directly with a jumper cable, and than try it.

2)verify the solenoid wire is attached and the connector on it makes good contact.

3) double check the clutch interlock switch is connected, the wire or switch may have become disconnected when you removed the clutch cable (you do know the clutch pedal has to be down for the starter to engage, correct? It is on the '85, 86 and '87 model year Tercel, but not the '83, 84, or early '85).

4) If still no go, you might try jumping the solenoid directly with a "hot" wire from any 12 v source as a circuit test. If it does not crank than likely the solenoid failed coincident with the clutch change, though that is usually rare (the starter is very reliable, but they do wear out).

5) if you take the starter out, bench test it, or take it to most autoparts stores where they will test it for free. Do not do that unless you have verified that it is not the switch or grounding or something unrelated to the starter.

lets us know what you find out. If there is no power going to the solenoid wire when you turn the key (test with a volt meter), there is something wrong with the switch or wiring, not the starter.

good luck.

Thanks so much i will try all these, before i did the clutch it started no problem so i know the starter is okay, i believe it too be a ground issue, i will let you know with what i find
