I use a 12" pipe wrench on the inner tie rod end to loosen it and a wrench on the rack,

propane toreches do not cost much new, particularly from places like Harbor Freight, but even Home Depo and similar stores. You can also find them at pawn shops, garage sales, or second hand stores for a few dollars, and than you buy the propane bottle from any hardware or camping store. I have bought them with mostly full propane bottles at garage sales for $4. It does not get as hot as an actual welding torch, but it is very useful for this kind of application. And lots of other uses as well for when you need concentrated heat on something, removing paint or baked on grease, getting interference-fit parts to slip together, etc.
