David- Try this link for a schematic to the 32/36 DGEV:

If you follow the trail from the choke shaft to fast idle Lever (63), this is where the choke should raise the idle and its high idle set screw is (hidden behind the choke housing). If the choke mechanism isn't raising the idle, but it is closing the throat, then there's a problem behind the choke mechanism itself inside the housing, before it moves the fast idle lever. There is also an adjusting screw on the side of the choke housing (56),which adjusts the choke pull off -vis a vis the choke position itself.
This shouldn't be rocket science, that's why you put it on in the first place. :wink:
Usually when I'm in a situation like this, it turns out to be something stupid like a missing cotter pin where I can't see it or some such junk.
weber carbs direct (see above) has a whole section devoted to the troubleshooting of each specific carb if you need it, complete with a choke section.

finally got this worked out. after removing the electric choke bell i played around with the black metal bar ((part #52 in the diagram highlander posted the link to) and found it was stuck. i messed around a bit and it suddenly came free. put it all back together and now it idles happily at all temperatures again. i wish i had some grand mechanical explanation for what was wrong but it comes down to: piece was stuck; bonehead unstuck it; now car works good.

Great news- did you lubricate or degunk the shaft at all after you got it moving? If not, remember the symptoms, 'cause you'll probably have to get in to it again next fall after not really being in use all summer. BTW was that a used Weber? could explain a lot if it sat around.

no, i didn't lubricate it but just as i was driving home i thought about that.

the weber was brand new but the problem seemed to have started after coming back from vacation. the car had been sitting for just over 3 weeks while we had been away, and the choke had been more or less shut off for 4 or 5 months before that due to frustration trying to set it correctly for the warm weather. i will def keep remember this for future reference though. thanks for your and everyone elses help!

hey so I was having troubles starting my tercel & figure that i may need to adjust the choke but now the car is idling very high no matter how i adjust it & Im not sure what to do?

hi meadow. we're going to need more info to help you. does your tercel have a weber carb? what starting troubles were you having? what made you think you needed to adjust the choke? what did you adjust before it started idling so high?

this sounds like it should probably be a separate thread altogether.
