How to unstuck this pulley?
This is an AC idler pulley and it is stuck and no longer moves up and down to adjust as it should. Using the bolt that was designed to adjust it just feels like it is going to strip. I've tried soaking it in ATF, hammering on it and nothing seems to want to budge it.

try some heat
Love those Tercell 4x4 wagons but they sure suffer from road noise.

This may seem obvious, but - if you are not going to reuse it, cut it off with a good quality cut-off disc ( a hacksaw will probably not do the trick).
If you will need it for AC - get one from a salvage yard.
Heck, I have one - with fixing bolt and adjusting stud - you can have for free.

Re: How to unstuck this pulley?
I will be using the AC! It is hot down here in NM!
Wait, how does it come off? Maybe it is on too tight? I've tried the nut on the pulley itself, but it feels like it wants to strip.
Do I need to give it more oommph? Reverse threads?

Nope - no reverse threads. Mine came off easily.

I'll get the breaker bar out tomorrow and see if it comes off first, likely I will chew it up though!

Re: How to unstuck this pulley?
You loosen the bolt on the front of the pulley first, then you use the adjuster bolt to make the adjustments, then tighten the pulley bolt to lock it in place. If it doesn't move when you loosen the pulley bolt, then hit (tap) the head of the pulley bolt to free the link at the back. The pulley bolt might be frozen to the inner race of the pulley bearing.
Edit, my bad, make that nut on the front of the pulley, just loosen it and if things don't move, then bring the nut out flush with the ends of the threads and tap it to unfreeze it from the inner race of the pulley bearing.

Okay, that nut has historically been stuck. I'll go soak it in some atf.
Okay, that nut worked. For some reason while it was still in the car I couldn't get it loose.
