leave the pulley where it is. the tension on the belt is adjusted at the alternator mount. you better gets some help if you do not know how to take off a belt. It is not difficult but if you are that unfamiliar with replacing or putting tension on a fan belt than best find a neigbor or friend who has a even a bit of knowledge putting on a belt.

Some auto parts stores might help you with that since it is realatively simple.

If you are resoanabley certain it is the power steering pump, and you have been leaking power steering fluid, it is possible it ran dry and is now making noise. You might just remove the power steering pump belt and drive without power steering. It will not leak oil that way and you do not risk further damaging the pump. when you eventually fix the rack than you can connect the fan belt back up.

no harm will come running without the power steering belt on it, but making tight turns at slow speeds (Like in a parking lot) will give you a good work out. Once the car is moving you will not notice there is no power assist on the steering.

there are three 14 mm bolts that need to be loosened to take tension off the power steering belt: two on the arm at the front of the engine and one at the base of the pump.

If you have that much grease on the belt it would be a good idea to clean the pulleys before you install a new one. Otherwise you will contaminate it too. Brakeclean would be a good cleaner.
