Nope, no need to remove the spindle, they will come off as long as the caliper and the pad retainer are removed.

If they've been on there a long time, rust makes them stick on. Heat is usually the next bet. Penetrating oil around the center of the rotor. If you use bolts to try to force the rotor off it is easy to strip the threads if you get carried away. Sometimes you can thread one side to put pressure and hit the rotor on the opposite side. Then back that one out and do the same with the other bolt. It takes time, but usually works. Good luck.

i just encountered this on my current project car, which also sat for a number of years. it's just rust holding them on, abracadaver. the washer and giant nut you see fasten the CV axle to the knuckle. i think that's a 30 mm nut but not positive.

to get mine off, i sprayed pb blaster around the center hub and in through the holes for the lug studs, let it sit for a while, and then proceeded to bash the hell out of it with a massive hammer. the wheel bearing on one side wound up being trashed when i got the knuckle off and i don't know if it was trashed long ago or if all the bashing did it but i wasn't too concerned. easy enough to throw a steering knuckle with known good bearings on instead, or just replace the bearing.

go check out the thread I wrote in the "repair guides" section on doing a brake up grade, there are pictures of the rotors and hubs.

soak the center area and base of the lug bolts in penetrating oil and beat on it with a large soft hammer, it will come off. If you repace brake parts you might as well but on larger rotors and calipers per my brake up grade thread, why waste money on undersized brakes.
