84 Tercel, when braking at higher speeds, say 35 mph and higher, I get a brake shutter that you can feel in the peddle and through the steering wheel. The car still brakes very well and stops straight. Could this be brake pads, rotors or something else?

Most likely rotors. Loose front end parts are also a posiblilty, but it's probably brakes.

change your pads and rotors. bleed your brakes while you're at it, if you haven't done so recently. brake fluid should be replaced every year or so.

if you are replacing front brake parts you might as well do the vented disk up grade I have outlined over in the repair guides section, 25 mm vented rotors, larger calipers to match. you will never warp another rotor again.

you describe symptoms of a warped disk brake rotor, but as marline notes, it is possible rubber bushings, ball joint or tie-rod ends could also be worn and sloppy. Also, check your tires, a delaminating belt can cause the same thing, not noticeable at low speeds, but you can feel it as it picks up speed. that is one to check right away, not safe!

Brake pads....check, new rotors....check, shutter...gone. Thanks for the tips as always.
