Stock mean:
You must add a roll cage, fire extinguisher, six-points belts.
You may change the air filter (sand) and change some fittings but no other part.
You may fit special parts (reinforced, shields) only if they are regularily sold as street-legal accessories by the factory and warrantied for a civilian normal use.
For example Toyota sold reinforced silent-blocks with 4 bolts plate (upper Mc Pherson) and they still exist in the catalog.
If you look better the picture, you'll note it has indeed the stock rims and tires.
I don't remember the rule about an additionnal gas tank.
If you have a stock car with just light plexiglass windows for example you're in the "Prototype" category.
[Paris-Dakar is a nice race as it mixes stock cars, fool prototypes, motorbikes and heavy trucks (the mechanics of top teams also race with the trucks full of spare parts) during 3 weeks and +/- 11,000Km flat out.
It also mixes enthusiasts who race all day long and repair themselves all night long (who saved money years long to compete), and top factory teams who may loose in navigational sectors.]
