Where are fuse box on a 1984 Tercel 4wd? My heater blower isn't working and I want
to make sure it's not just a blown fuse.

the fuses are located in 3 places. one is under the hood in the black box by the battery, another is in the kick panel by the clutch pedal, and the last and most irritating is to the right of the glove box. you have to remove the trim panel to access it but it just takes a philips screw driver and a 10 or 12 mm wrench and a minute or two.
does your heater not work on any of the settings? if it works on full, it might be the resistors which are easy to replace/repair. here's a thread on it:
