I'm thinking it's a bad sensor too. I think what I have going on at first is that the wiring was plugged into the relay wrong. When it was like that the fan ran when the sensor was plugged in and quit when it was unplugged. After scrutinizing the wiring diagram and plugging the wires into a stock relay now the fan runs when the sensor is unplugged. But it also runs when the sensor is plugged in. The FSM says to check continuity of the sensor with a pot of hot water. I'll check that when I get home today.
I'll report back with my findings.

Well this problem continues to baffle me. Convinced that the problem was the temp switch that screws into the radiator I found one at Schucks Auto supply. Before I screwed it into the radiator I plugged it into the wire. The fan ran, which it shouldn't have since it was cold. Cold should provide continuity and should make the fan stop running So I took the new switch inside and heated up a pot of water and sure enough when the water got hot I got continuity. So if I had put the new radiator temp switch in the radiator the fan would run until it got hot then the fan would quit. I also tested this new switch on my other tercel that works correctly. On the car that works correctly when I unplug the wire from the radiator switch the fan runs, and when I plug in the new switch the fan continued to run. When I plugged the wire back into the switch the fan quit running, which is what it is supposed to do. I took the switch back to Schucks with the FSM so I could show him the instructions for testing the switch, and he checked it with his continuity tester and was convinced that the switch was working opposite of what it was supposed to do.
So what are the odds that I have a bad sensor on the car, a bad sensor on a spare radiator I had, and the new sensor is also bad? Neither Toyota or NAPA carries this switch in stock because they rarely go bad.
I've checked with Autozone and Carquest and now I have 3 different part numbers to choose from, but nobody carries this switch in stock. So I guess for now I'll just unplug the thing and let the fan run.

if they hardly ever fail, why don't you just go to a pull-a-part type of junk yard and get one (or two) for a few dollars (sometimes on small items like that they do not even charge you if you are buying other stuff).
For now you run a temp wire up to the dash with a manual switch. Turn the fan on for traffic, and leave it off for the hwy. That way you will not burn up the fan while waiting for a correct sensor.

In searching for the switch I got several different part numbers from different parts stores. I called several junk yards and couldn't find a radiator or the switch. Toyotas part #89428-15030 is $74.00. The nearest one is in Portland. Carquest part #TS 93 $82.48 is probably the right one but they would have to order it too. Looking at the Schucks website they have a GP Sorensen switch #405007 for $34.99, and a Niehoff switch #TS 76311 $34.99 but both of those switches worked opposite of the way it was supposed to work. Schucks has the TS93 for $74.99, but it's not really listed for the Tercel's and they'd hav e to order it too. I think the $74.00, or $82.48 or the $74.99 switch is the right one.
Well I actually took a different approach. Since my "new" car also needs new front shocks, and a fuel gauge for the dash cluster, I just bought another 83 tercel 4X4 station wagon. This car was on Craigslist. I got it for $200.00 and the back is full of parts. Among the parts in the back was a radiator with the needed switch . I just removed the switch and gave it the test per the FSM in a pot of water and it works perfect.
The guy I just bought the car from said the fan didn't work right so he had fed a wire from the fan up through the dash to a cigarette lighter plug. When the temp got high he just plugged it into the cigarette lighter. The problem last night on the drive home was that the wire to the temp sending unit was broken, so I just left the fan running. During the drive home last night the windshield wiper fell off and the headlights were pointed about 10 feet in front of the car so it was pretty hard to see. But the car made it 50 miles to home with time to get pizza.
Gotta love these cars!
If anyone needs any parts, let me know. The back end of this car has a transmission, axles, steering rack, window/doors parts, heater fan, and who knows what else. I can't even move some of the boxes they're so heavy.
