What kind of rack is this?

I am going to buy a roof rack for the terc and I was going to get the standard thule raingutter rack but I have seen some 'low-profile' ones on a few members tercels. Tercel Marseille has one and I was wondering if they are custom made or if I can buy them. I want one because I am going to put a roof basket on and I don't want the top of the basket to be 1 ft off the top of the tercel...
