scrolling circle beside thread topic

What does the scrolling circle mean? I know the threads I participate in show a red star but sometimes the lines scroll inside the circle. Does this mean someone is reading it at that moment? Thanks

I could find nada in the Administration Control Panel (or more accurately - I gave up...).
I did a Google Search and discovered that the scrolling lines, whether in a red circle (meaning a thread containing new posts) or a blue circle, means that it is a "Hot Topic," which is one containing more than 20 (or 25) posts.

Hey - I even discovered what "phpBB" means!
The acronym stands for PHP Bulletin Board.
And what does "PHP" stand for? It represents PHP Scripting Language.
And what is PHP? :x I thought I posed that question already :x
