Finally cleaned them up with laquer thinner, and also the housing, and glued them in place with some stuff called GOOP...basically a rubber cement.
It's holding pretty well. Had to line them up carefully so they were in a perfect circle to get them to seal vs the filter element.

Given up on a $35-40 K&N or Amsoil filter...I'll just replace the paper one every 6 months or so. One reason being that I tend to overtighten the wingnut and crush the filter a little...all I need is a crushed $40 filter to bitch at..... B)
