welcome to the forum!
despite the condition of the car it seems a bit high priced. not normal for the heater not to put out heat, it is "normal" for it to get scaled up as it ages and not put out heat. It means that it should get flushed out good, perhaps soaked in vinigar to soften any scale, and than blow it out. should work after that. you do not have to remove it to flush it, it is done from the engine compartment by removing the heater hoses and connecting a hose to the heater inputs/out put. Could also be debris blocking heater ducts, have to remove them and clean them out from behind the glove compartment.
If there is nothing else wrong with the car it might be worth $3500, if it needs typical items l like breaks, seals, wheel bearings, clutch or timing belt change, than that is way too high.
You can travel to other states to find rust free ones, and even with travel costs save the difference over what he is asking.
No matter the condition, you should be prepared to do your own maintenance because a car this old will need a lot of TLC and routine maintenance and it would be very costly to take it to a repair shop for every little item than needs to be corrected.
These are very reliable cars, but they are also quite old and rubber parts like hoses and seals go bad from age, so tend to need a lot of small repairs as they age. Fortunately, they are also easy to work on and parts are available and inexpensive. And most mechnices have never worked on a car this old, and usually do not know what to do with it, so they charge you for figuring it out (or to scare you away so you will not come back).
Good luck.

This car was for sale only a couple weeks before being relisted, but for much less. Either someone local bought it and relisted to flip, or was relisted by the same person--figuring they can get more.
I have a place in the Western UP, and they make great Yooper vehicles, but you'll probably have the only one up there (unless I'm up there picking blueberries)
I'm still thinking of selling mine, if you want to make a trip down to central Mn. (about 6 hours) I'm asking 2K for mine.
Oh, but I'm not home at the moment.
I wouldn't pay that much for a T4wd, no matter the condition.
