You mentioned that it smells flooded often. I'd have a close look at the fuel pump. There's a small "tell-tale" hole in the pump body. If the pump diaphragm is damaged, fuel will come out of this hole. Usually it's just a puff of fuel vapor at first. This has happened to me on 3 different 1980's Tercels.

Ok, I dont know how this thing was running... 2 auto light plugs, middle electrode melted on both, 2 motorcraft plugs, in bad shap. Found one of the wires not on good. The post inside the distributor were GONE, NOT THERE! How this little thing was running is beyond me. Needless to say, I replaces all this, and its running much better. I got better than 21 mpg out of the first tank. Part of that was before I fixed these issues, so the next one will tell for sure. Feels like a race car!
I'm still smelling fuel, and it idles rough, so I'm going to go back through and start at the top and work my way down fixing things.
