i have spray panted mine without sanding and i have had it for 2 years and no pealing yet and they have been through hell like mud snow and rock hits.

A good sanding helps a lot...and even some primer first. Main thing is to clean up and treat any rust before you paint. Use WHEEL PAINT as sold in the parts stores? Or any good rust resistant paint.
Helps if your dog doesn't endlessly piss on them also.
It is against the new Federal regulations to paint them silver though....anything but silver.
