You have to drop the tank to repair the line, if it possible at all. It might be if there is still enough of a stub of a line coming out of the top of tank that you could put on a fuel line and hose clamp.
There are a couple of Tercel4wd in the local yard here in Arlington WA (about 2 hours south of Vancouver). You remove it yourself and it only cost about $35. no way to know if it is any better until you get it out I suspect, sometimes old tanks look like new, sometimes they are full of rust.
Not a bad price for a new tank, also saves you a trip.
