I finally took a look at the shifter compartment, and yes, it had about 1-1/2" of water in there. Cleaned her out and greased her up good. It was getting late so I did not attempt to replace the boot, just packed the top of the shifter cavity with a lot of grease like Takza mentioned.
Those front 2 bolts are tricky but I had enough room to get a 3/8" drive ratchet in the hole and loosen the bolts. You have to get the wrench totally thru the cut-out. It is easier if you pull the shifter out first by removing the circlip, but you can do it with the shifter in.
My cap was very difficult to remove, but after much (very much) "persuasion" I was able to remove it.
This morning we had 18 degrees and the Rover shifted. Woo Hoo!!

Top of my boot was fried. I wish I'd have taken some pics...
Found it was filled to maybe 1 inch short of full with what I can best relate to peanut butter. Yuck. Reeked horribly. So I knew there was water in there (gear oil plus water equals essentially a peanut-butter goop)
I got out what I could, filled it with a half-inch of Methyl-Ethyl-Ketone and agitated the muck at the bottom with a Q-Tip. I left it alone for a while.
I went to examine the shifter-ball joint. It was crammed with all sorts of yuck. I disassembled it, wiped it down, and soaked it for 5 min in MEK. Wiped again. Air-blasted followed by wiping. I wanted it as clean as possible. Once that was done, I packed it with Lithium-Moly grease, making sure to coat all moving surfaces thouroughly. BTW, watch for the rubber seal at the bottom. Don't lose it.
I soaked up the MEK, wiping up all the gunk I could access, put a fan to it to evap all I could, then after 10 min or so I filled it back up to just under the pivot-shaft with the same lube as is in the tranny itself. God Gear-Lube reeks....
Once that was done, I closed it back up, lubing everything as I went. I then packed the sub-boot surface thouroughly, but making sure not to contact the boot. I reassembled it all with high-temp silicone gasket-maker to seal the joint between the plate and tranny case. I then proceded to close up the crack all the way around lightly with RTV Silicone sealant/adhesive. I let that skin over for an hour, then glopped a bunch on top of the under-layer and completely reassembled it all.
It has now sat overnight. I have yet to test it out. Though I hope for the best.
BTW, I had no idea what Shogun was talking about with his short-shifter at first... Now I know! 1 cm longer on the bottom shift-arm creates a longer lever to reduce movement of the "12-inch stick" and the 1 cm spacer just compensates for the extra length. How he lengthens the shifter arm I dunno, but it sure is a cool idea.

RTV Silicone. If it saved my subs for a long time, waterproofed several of our water-tubes, and many other good things, then it has my vote. Flexible, durable, and waterproof.

I've dissasembled the shifter linkage to the point where I have the easy four bolts off. Can't get the last two. I'm about to borrow some locking adjustable pliars...any recommendations? I don't have the retaining clip/shifter removed yet as well.
The inner most rubber boot has deteriorated and most likely let the water in...I just have to get to it now and remove it!
I have the moly lith. based grease. I may be able to salvage the bottom and top parts of this boot to create a temp/permanent fix.
Any thoughts/comments...how to get the retainging clip off?
I'm home sick so I'm trying to finish organizing my garage and get my car winterized.

I believe someone made a recommendation of one of those ratcheting flex-head comination wrenches for the front bolts. Something else that might work is a wrench, metric, ratcheting box, latch-on, O degree offset - (I feel like I was writing up a Mil-spec...). Most bicycle stores have the latter in 8-10 and 9-11 mm sizes - maybe you could borrow/rent one for the weekend.

I do not remember having any trouble with mine, i used a normal box end wrench. You might consider lowering the trans a few inches to see if it helps access. Just put a jack under the trans, remove the bolts on the rear cross member and lower it a few inches, leaving everything else attached (watch the tension on the speedo cable).
