Southpaw, this reminds me of my little Chevy LUV pickup I had when I was in the Navy. It was registered in Washington state, but I was stationed in California. So as a joke I took it over to the emissions testing station and had them run a check on it (hey, I was single and had more money than common sense at the time).
Turns out it was well below required emissions on ALL factors, but would fail because I had removed the air injection reactive system (smog pump) and recalibrated the carb. I had more horsepower, better fuel economy, and better emissions than new, and the truck was just shy of 20 years old at the time. But it would fail California emissions because it was missing some unneeded equipment. Go figure.....
