1985 wagon, not getting fluid to back brakes, replaced master cylinder. Still no back brakes, front brakes work perfectly. Could the proportioning valve be clogged? I'm baffled.

Yeah it's almost certainly the portioning valve. I have pulled them apart before to find them so clogged you would think someone had stuffed it full off clay. Often a good cleaning and a seal kit is all it needs.

Could also be the rubber hoses above the axle. Had a friend who had those hoses break off a little flapper inside, acted like a check valve. Although to have both go at the same time would be super odd..

Proportioning valves usually limit braking to one front wheel and the opposite rear wheel. It gets activated if you lose fluid in one side of the system. I have not seen one clog up.
Did you bench bleed the master when you put it in? Why did you replace the master cylinder?
