Look at the year .....say 2008 .....follow a vertical line up clear to the top...45....then track back down and you should see that Europe and Japan have MPG goals for vehicle standards between 45 and 40. Now let the trickle down theory work its magic for you and see where MPG goals are with the USA. To use a conservative icon expletive .....Duh!

I guess why I'm missing the point is that CAFE has been nothing but political brave sierra. The call car made overseas as domestic and cars made here as overseas so they can throw more big trucks and SUV's into the mix. If they really wanted to improve the CAFE, increase the tax on a gallon of gas, and use the money only for road and bridge maintenance and construction. Better roads mean better traffic flow and better traffic flow means better mileage.
The next thing is to take away the annual value tax on the vehicle registration and replace it with fuel tax based on the vehicle's mileage. It should be an inverse tax and exponential, like 35-40 mpg, no tax; 30-35, $50; 25-30, $100; 20-25, $200; 15-20, $400; 10-15, $800. This should start with new vehicle sales and not be retroactive and should end when the vehicle is 7 years old when it will be most likely owned by a low income person.
BTW, a higher gas tax does not automatically mean the the pump price of gas will go up by the amount of the tax. The price of gas is determined by supply and demand. The tax will have an effect in that it may encourage suppliers to cut back on production to reduce supply, but they can't cut back too much as the refinery capacity is a fixed cost and needs to amortized of as much gas as possible. So some or under certain circumstances, all of teh tax may have to be absorbed by the oil companies and not the consumer.
I have noticed that the SUV driving rednecks around here have stopped saying "I don't care what gas goes to, I'm not giving up my truck/suv" and are now trying to buy Prius's and Corolla's. The problem is that they can't give away that truck/suv.
Japan and Europe may have high standards for CAFE, but real world driving in those places will never achieve those results, traffic is too dense. I had a Datsun when I lived in Japan that would have gotten 25 mpg in the states but only got about 10 mpg there. You won't get real good mileage when it takes 3 hours to go 7 miles.

That chart is bogus, who ever created clearly knows nothing about the relationship between the ploted points and the lines connecting them. These should be horizontal lines to the right of each point. The standard jumps up on the the given date, not gradually increase up to the future date. And notice that all of the higher standards are off in the future, sometimes by years.
This is political BS, grandstanding by law makers claiming to be looking out or our interests by setting fantacy goals they have no clue as to if they are even reasonable or not, and will likely "adjust" the goal or the date as it approaches.

That depends on whether the plotted points are measured CAFE or legislated CAFE. Thats another part of the chart that was not clear to me. However I agree fully with the last paragraph in your post. Those who predict the future are almost always wrong. I say almost because someone will get something right, but it probably won't be popular and few people will notice it and it will slip into obscurity. When it comes to pass, someone will discover it and will think "what a genius that person was".

The "truth" is hard for those who don't want to see. The US spends mightily to defend the dollar and protect oil sources...while continuing to use up finite resources like there is no tomorrow....and there might not be one. China is using all the commodities it can get a hold on.
