Does this vary according to road speed or engine speed.If it varies with road speed the problem is between the flywheel and the brake drums.Siezing,failing wheel bearings,CV joints,etc.
If it varies with engine RPM,some of the possibilities are failing fuel filter/pump.Definitive test involves a pressure gage for pressure and stopwatch,graduated vessel for flow.Not a big deal to replace fuel filter as maintnance.Cut the old one open.Look for balls of water or crud .Carefully look at all the vacuum hoses for cracks/leaks.Rubber gromet at pcv valve bakes hard.If it is,replacing it is no big deal but don,t let chunks fall inside.They can plug oilway.Low float level,check sight glass on front of carb.
Wornout distributor.Pop cap,see how much you can rattle center shaft.Look at the plugs.Erratic fire?.Try to understand how a system,like the fuel system works from your manual you can download.See newbie notes.When you understand a system,walk thru it and observe..Good luck.kamiphloj

Might be the old malfunctioning EGR system trick...can pull the vac line from it and plug it...to test for this.
