I'm not sure a 1983 has one, but please look.

Actually the Toyota dealer parts guy couldn't find it on there computer.
And he searched the car by the VIN.
He had to call Toyota parts help line.

It is mounted on the bracket that holds the EGR Vacum Modulator and the vcaum line goes to the VSV on the side wall.

I'm wondering if the car was in the original state when I got it?

What you are calling a choke pull down is actually an actuator for the engine to idle-up when the AC is engaged. It is the only thing on the bracket apart from the two EGR thingies, and is only present on AC-equipped cars (Federal, anyway - dunno about others).
Check out a thread in Repair Questions started on June 23rd of this year. I queried about this, and Chris explained it all. The wonderful FSM did not show it in the vac diagrams, and I had not looked on the diagram pasted on the hood. the FSM is pretty quiet about this, but you have to scour the AC section. I did not pursue it further, as my AC will be dead for some time.
