My car is a 1987 Toyota Tercel DX Wagon RHD 1452cc manual driven car.
When I try to re-install the parking brake cable on drum brake backing plate, two out of three teeth of the retainer broken.(when try to spread-out them)
Parking brake now hold on the backing plate by one teeth now.
Is it safe to drive with this?
Should I replace the cable?

all those teeth do is hold the cable end snug to the back plate (if I understood you correctly). it should not harm anything if they are broken off, it just means the cable housing stop may not always be tight against the backer plate.
I actually find those fingers on the ferrule a total pain when trying to remove the parking brake cable, I do not see a reason for them at all.

Is there any specific name for that ferrule?
I can order that ferrule and repair it by a mechanic.
Present cables are just 6 months old. Low quality ferrules should have been used to make them.
If I make a custom one with splitting a metal tube, would it be ok? Does it needs a high strength or specific metal to be used?

A small hose clamp works in a pinch.

you can fabricate one if you want, should work fine.
But make sure there is no risk of it coming loose or a piece breaking off, it could get caught between the brake shoe and the drum, causing drag and perhaps badly damaging the drum.
It would not be unsafe, it would only risk doing damage to good brake parts.
