My car is a Toyota Tercel 1987 4WD 1452CC DX Wagon.
My car doesnt have a engine fan over the water pump pulley. One mechanic told that its needed to have a fan. Radiator fan working well.
Is it essential to have a engine fan over the water pump

If it was, Toyota would have put one there. Furthermore the pump pulley isn't even behind the rad. Might be time to use mechanic B..

the radiator has an electric fan with a thermal switch, that is all it needs.
you do not need, nor want a fan on the water pump. all of the newer cars have gone this way because it saves weight and improves economy.
Are the only car your mechanic works on from prior to 1980?
Or perhaps he is trying to sell you something you do not need?
