Climbing uphill with newly re-bore engine
My car is a Toyota Tercel 1987 4WD 1452CC DX Wagon.
My car engine repaired and a new re-boring done.
After the repair, Car finds difficult to climb uphills.
Is it a normal condition after a re-boring?

Sorry, but I think you need to find another mechanic/service station. It seems you've had nothing but trouble since that person/company has worked on your car - and I'd venture that you've spent plenty of rupees so far.
I would contact the Toyota company which is the exclusive supplier of that brand in Sri Lanka (it is also owned by Toy of Japan).
Its address is http://www.toyota.lk/ It might steer you to one of its dealers, but at this point ...
Also, perhaps one of a dealer's mechanics does work "on the side," away from the dealership.

Toyota Lanka is the dealer in here. They mind on selling new cars. Spare parts are too expensive those they have. Also they doesnt have most important parts like EGR valves and TVSV valves.

have you done a compression check?
if not i think you should
if you have low compression on one or two cylinders as compared to the others
that could be causing lack of power
after an engine is rebuilt
the valves tolerances are set cold
after the engine gets warm they need to be reset to the "HOT" tolerance
if that has not been done you need to do it
plus it would be worth checking anyhow just in case someone screwed it up
if valves were set wrong (too tight) it will burn the valve and that will cause low compression
if not i think you should

Was the engine broken in properly to seat the new piston rings? That should have been done by the shop who did the repairs.

Sleeves are added to the old bores and the were cut to the size of new pistons with new rings. Pistons are firmly embedded on new bore.

Piston ring break in is done during a test drive, usually right after the rebuild. If not done properly you will end up burning oil.

I think they mean break in (or worn in) the engine and piston rings rather than the piston rings are broken.

assuming your not a TERCEL TROLL
the "break in" means the type of driving you do so the piston rings will seat properly
my method after re-ringing (replacing piston rings)
as soon as the engine is started for the first time do not let it idle
immediatly begin driving it and drive it hard for about 20 miles
i rev it up as i go thru the gears and do this over and over

Now engine difficult to start. I removed a spark plug and observed. There is a oily substace with carbon on the plugs. they get dry soon. Petrol smell is there. Perhaps engine oil with petrol may be.
Newly added engine oil so darkened.
Head gasket might have properly sealed. New gasket with properly added adhesive is there. Head surface is properly phased.
Could this be due to the problem in the bores as you suggested?
NOTE:
Crankshaft can be smoothly rotated with minimum effort before timing belt is connected.

sounds like you are having a lot of problems with a rebuilt engine.
you might try and do a compression test in each cylinder, and compare the values. A recently rebuilt engine should show in the 160-180 PSI range. if the head gasket is bad it will show up with varying pressures at each cylinders.
You should be able to rent or borrow a compression tester from an auto parts store, or a from a well equipped private home shop.

Finally I found the problem.
The Distributor cap was a newly replaced one by the previous owner. It is not the one for Tercels and Corollas. Tercel 3A engine has a 1,3,4,2 firing order. This cap has a 1,2,4,3 firing order. Also the poles were not according to the Distributor assey cut marks.
Without having fine observations on rotating direction, I have connected the cables to plugs.
So it has caused a low power with misfires and a backfires.
After corrected that, now the car running fine.
