What is this box under the dash with an RPM dial?

Anyone know what this is? It's next to the blower motor, and I'm having trouble finding out what this online. It's an '86 Tercel 4WD.

It sets the idle when the air conditioner is running, I think. I don't have the stock carb and messed with it earlier in the month. When set low, the AC kicked on earlier in the rpm range and vice versa when set higher.

It's a set point to turn off the AC compressor if your RPM gets too low. This is to keep the car from stalling in case the AC idle up circuit fails or the compressor seizes.
