I looked it up on line, I am not sure how this tool is used.

From the picture it seems a feeler gauge should work, or if it is for measuring a gap or throttle position, a caliper perhaps?

I thought a lot of that kind of adjustment was set at the factory, and not intended to be field adjusted.

how is that tool used?

It measures the pitch of the valves at different configurations...fast idle, open throttle, etc. It seems to me that if I cut two small metal (sticks) to the same length that I could put one on either side of the valve and place a protractor flush with one of them (with the pivot at the end) then use the protractor arm to touch the tip of the other stick and read the angle. Would the trouble be worth it? Has anyone rebuilt a carb and performed this step?

I have rebuilt lots of carbs, I have never felt the need to do this. my question would be, so what do you do if this measurement is out of spec? can you adjust it? replace it with one of a different value? or is it just something fixed at the factory?

Yes, you can adjust all of them. You bend different parts to adjust...stop levers for the primary and secondary, the throttle kick up lever, unloader lever, etc. I think I'm just going to skip it and see how she runs.

I swapped the carb without checking any of the valve angles and she's running great now. Glad to know that part isn't necessary...at least in this case.
