I found that the "teperature sensor" like thing in the picture is a broken TVSV. The tower like portion of the TVSV is broken.

@Petros There isn't any manual for the 1987 Tercel. There is a one for 1985 Tercel. But the stuff is quite different. Also no HIC valve in it. Thanks @rer233 and @petros for your advice. It seems there is no TVSV in my car. This is a picture of the head of the engine. Carburetor was removed for repair. So the stuff could be visible clearly. There are some pugs on this. Are them the site for TVSV?
