Water pump can stay put for the crank seal job. However, if you think it's still OE, I would add that to the list. This is the worst area of our engines for overlapping labor/preventive maintenance. If the starter clicks but does not turn over it's probably just the solenoid contacts in the starter. If you are handy these are pretty easy to do(once the starter is out). They are right underneath the tin cover right near the Battery+ terminal

If the starter makes a click noise but doesn't crank you need solenoid contacts. I think the dealer is still the only source for them.

I would also be prepared to throw a timing belt kit at it too. It will be off for the pump job. Also there is an o-ring seal between the pump housing and the front of the block that usually doesn't come with the pump. Easiest thing is to go straight to Toyota for that one.
