I don't know if your issue is normal or not but I have two A/T's and they have always had a whine. Also the front definitely drags more than the rear and this is the same across all of my cars.

I have 195/75/14's on mine but they are actually around 26.3 inchs or so. I would agree that they are about the limit for the power coming from the 3A. This car is an auto too.
