Yeah, the gasket I showed in the image is for the one immediately below the carb. The ones below the phenolic spacer and intake plenum are obvious-ish. My 95 pickup with the 22RE has vapor locked for the entire 15 years I’ve owned it. Doesn’t matter what time of year or how hot it is. 14" tire sizes have been discussed a lot in the past. Maybe you could take a look at some of those recommendations and use an online tire size calculator to compare 15" possibilities. Seems like many folks deal with full lock rubs as they try to max out the rubber. The wheels look good......

My first guess is thermodynamics and fuel vapor lock. When the car isn’t moving with air flowing over the engine and radiator, heat builds in the engine bay and causes liquid gasoline to become vaporized. Especially modern ethanol blended gasolines.
