It turned out to be a plugged port in the part labeled Gas Filter in the FSM. This plugged port was going to the distributor

Ok, so this is going to sound stupid but I switched the vacuum hoses on the Gas Filter on the intake manifold after finding I could suck air through one of them but not the other. Ok, the gas filter on the intake manifold, should I be able to suck air freely from both its ports? One port seems plugged. I'm going to switch its hoses, see if this gets vacuum to the distributor. I'm running out of ideas.

Ok I found the Q port mark under the vacuum modulators cap, but I noticed the modulator was dripping black liquid from the hose that goes to the EGR valve! I've capped the leaks and am not getting vacuum to any of the hoses going to the distributor.

What does the ecbv do, and how is it tested? Now that I think of it, I'm not sure any vacuum is at any of the hoses going to the distributor while running. I got something to plug vacuum lines, I'll try again tonight or tomorrow evening. Thank you again for all your help!

Good lord that is a simple emission set up! My vacuum modulator has one port pointing forward and one pointing backwards, not counting the larger hose going down to the egr valve. What would happen if I were to switch the modulator 180 degrees (switch it's vacuum lines?) I will also cap off the chok...

This happened with the Acura Integra and mazda rx7 I used to have, it turned out to be the igniter (ignition module) car ran until the motor warmed up, then it would stall. Replaced the igniters and cars ran like normal. Our tercels have this piece inside the distributor. Possible this is your issue...
