It goes into every other gear just fine just not to El and it is in 4-wheel drive when I try does not make any other noise

Four wheel drive works good I live in Montana is 2 feet of snow it just doesn't go into the e l position shifter moves over one more knots from first but not up an indicator light does not come on

87 Tercel wagon e l gear won't work
I just got 87 Tercel wagon 4 wheel drive everything works great 245,000 miles I just can't get it to go into e l gear I put it in 4-wheel drive still won't do it any advice would be greatly appreciated thank you
