So I cleaned out the fuel tank in the vehicle as best I could. Ran water through it probably a hundred times, and then flushed all the water out by dumping fresh fuel in it several times and filtering the water from the fuel ...

Thanks for all the help, again.
I mocked up a temporary gas tank inside the engine bay and took it for a drive. Went up the same hills it struggled up before, and it took them perfectly fine! So either the Tercel is giving me false hope so it can crush my dreams, or I need to clean that tank.

Another update.
The car seems to be running pretty good, it idles okay and drives really well. It still has a tiny vacuum leak through the intake gasket, which is pretty frustrating because I just replaced it. For now, it is running smooth enough to make me happy.

One more thing I forgot to add is that when you give it some throttle, usually it doesn't drop all the way back down to idle. Sometimes it will stick around 2000 rpms, sometimes around 1200, and anywhere in between. It also kind of bounces around when it's dropping ...

Well, I got the intake all changed and everything put back together and it is STILL idling rough. It's acting like there's still a vacuum leak, but I can not seem to find one anywhere. I found a set of manifolds off of a FWD Tercel, did not realise they were longitudinal layout too. I got the manifolds on late last night and everything went on fine, the old support bracket was there and I reinstalled it. I will reinstall the carburetor and do the valve cover gasket today. So I am pretty sure I found the problem(s)! Intake bolts all ended up being tight, so I determined that I should do the gasket. I did take that cover off, is there some procedure to clock that spring on the housing when you put it on? I kind of just put it on how it looked like it should fit, I didn't see anything in the FSM about clocking it.
I will try and just tighten down the intake bolts and see if that helps ...

The choke opens no problem, but it never shuts. Unless I shut it by hand. Even when I do that, when I pump the gas to start it, the choke springs open and stays there.

So I have another update. The car seems to be idling relatively smooth right now, but it still stutters a bit. It still randomly diesels and backfires out of the intake though. I set the base timing at 10 degrees advanced. I did notice that once I plugged the vacuum lines back in, it didn't advance ...

It had a filter on the seat, but it was broken and had a hole in it. I ended up putting it all together without the filter. I checked timing without pulling the vacuum advance hose, and it was sitting around 20 degrees. I need to pull the hoses off and see what its at. I messed with the idle mixture ...

I just got finished running it, and it seems to be running pretty good right now. I put both the feed line and the return into a full gas can and it seems to have stopped flooding. So I am assuming one of two things. Return line is plugged, causing excess pressure. Or like you said Petros, a chunk ...

So an update for the day:
I re-did the carburetor and found the idle jet to be plugged, and got that unplugged and able to flow. I also found that the idle mixture screw has been messed with before, the plug that I thought was it turned out to not be it. So I set that to what the FSM says the base ...

I know the two I disassembled only had the one o-ring on the left, so I only put one new one on.
I think that I have determined that this isn't a vacuum issue, but am not 100% sure. I couldn't find any leaks with carb cleaner or a stethoscope. I did go through and plug all of the vacuum lines off ...

I will see about disassembling the carb again and see if I missed anything. I have verified both solenoids to be working now. I am going to check for vacuum leaks in the morning, if I don't come up with anything then I will pull the carb back apart and see what's up. Thanks.
