Between the wear on the fingers and the fastener marks around the bolt holes, that pressure plate looks like it’s been previously installed to me. It may be an instance of “Hey, I’ve got this old clutch laying around. Maybe I can return it as the one I bought and make a little extra at someone else’...

In the States and Canada, auto manufacturers go by model year instead of calendar year. As far as line being empty, it stands to reason that would occur. Between gravity, siphon action, and lack of suction keeping the fuel from moving to the rear as you accelerate, there’s nothing to keep it in the lines if the diaphragm in the fuel pump has failed, as is likely the case.
