yup, I believe in most or all states you need insurance, inspection, and then registration. registration is also sticker proof that you got inspected here in Texas.

Messed with the car a bit today. It still spits a ton of black smoke. I have new gaskets for the carb but have yet to look into that process...

This makes sense.. and explains why I couldn't find it. I had an old school mechanic from Craigslist come look at the car and he helped out finding the vacuum problem.
