Check condition of battery, and battery terminals. Need to be clean and tight. Battery fully charged etc.

Carb base gasket is usually installed dry.

Piston ring break in is done during a test drive, usually right after the rebuild. If not done properly you will end up burning oil.

Was the engine broken in properly to seat the new piston rings? That should have been done by the shop who did the repairs.

You should have been able to turn the camshaft by hand before the rockers were installed. It won't affect your other problem but may damage the bearing surface on the head the cam rides in. The oil spilled on the belt wouldn't affect timing. Hopefully you tried to wipe off the excess oil. A bit spil...

Sometimes antiseize makes it too slippery and it is easy to over tighten and strip aluminum housings. Everyone has their favourite application, basic theory don't put the bolts in dry.

How much of that bolt is protruding? Can you get vice grips on it? Gently heat the housing with a torch and try working the screw loose. Spray water on the bolt head, tap on the end with a small ball peen hammer. Try not to ham fist it off and you may get lucky. It's dissimilar metal corrosion, very...

Ditto. These oil pumps are very durable. It would be a good idea to try and locate the oil leaks and fix them also.
