The portion of the county I would be registering it in is smog exempt once the initial transfer smog is done.

But, that still leaves that initial transfer smog. It just seems too risky to me to take a financial gamble.

Yes, the CA smog thing is a hassle. And, when you're buying a car there is no limit on how much you might have to spend to make it pass.
