It's probably something someone added after they bought it. If you unscrew the console, you can trace where the wires go. You might try this site, they have various modules that just fit right into the existing sockets; I haven't searched for the Tercel bulb types yet though. I've ordered LEDs from them before and seem to be a good company.

Look at page 882 of the manual, if you haven't already. It looks like your taillights, and rear side markers and the license plate all use the same ground point, so if the others are working, it probably isn't the ground connection unless it is right at the license plate. I burned out something in my distributor, the igniter or coil or something, because of a loose spark plug wire. Besides that, I haven't had anything that you mentioned fail. Never added any ignition booster, seems to work fine on its own.
