Try stepping on the gas pedal twice before engaging the starter, that should solve the "hard" starting.
All the other "symptoms" you describe are perfectly normal, that is how carburetors work.

Theres no direct link between the bags and the belt. The seat belt pretensioners are triggered by acceleration of the belt. Must have been good hits in both cases.
