Thanks for the reply! What I was referring to about the addition of the rubber inner tube, is that water could linger in the small area around the wiper post, possibly causing a rust issue of the surrounding cowl sheet metal. This is why I asked if you put some small weep holes at the low point of the rubber membranes. I am assuming for used some sort of adhesive to secure the rubber to the underside of the cowl? I may adapt this idea to my Tercel or if I can find some tight mesh black plastic, will cut the appropriate size pieces and goop them to the underside of the cowl.

Nope - no rust. I usually renew the rubber every two years, "just because."
In fact, just this afternoon I checked the rubbers when washing the car, and all were "snug" as they were two years ago. I made the holes just big enough to be a tight fit on the posts - used no adhesive.
