Main issues tend to relate to exhaust headers needing to be fabricated and fuel injection system / ecu wiring. There are some write ups on here if you do some searchs. I definatly don't remember anyone in California going through this as I believe emmisions might be a problem?

it has been done a number of times, there are threads on the topic. that engine is a good option, it is all bolt in conversion, except the ex header, need a custom one. the other is to work out the wiring to go to EFI. you will need to run high pressure fuel lines as well. a lot of details need to be worked out, but nothing too hard (there is just a lot of them to figure out)
